I hope someone is from that community, recognises the man, and solves the mystery of the last 2 items.

I think this is a local election candidate and the person who wrote the list doesn’t think much of their policies as they’ve torn a piece off to write their list!
Is the cereal for someone called Oscar?
Could it be spinach and ricotta pasta maybe?
Last one could be mint but not sure what the little flag bit is on the “i”
